How do policy reforms impact different social and economic groups differently? In this role play exercise, students learn that policy-making involves winners and losers. Students are assigned to one of a number of social groups (farmers, migrant workers, urban residents, entrepreneurs, local officials or central officials) and then presented with a number of policy proposals, such as strengthening enforcement of labor laws, abolishing the household registration system or removing control over the courts from local governments. After conferring with the other members of their own social groups, student groups debate each other. The goal of the exercise is to help students understand the social and economic cleavages in Chinese society and underscore the fact that by creating winners and losers, reform can be a very difficult process.
